I looked up the record for altitude for manned balloons and found that on 04/05/1961 that Malcom D. Ross and one crew member attained an altitude of 34,668 M (a little over 104,000 feet). I'm not able to find how much helium is required for balloons, as their size matters. Hope this helps you.

Myth busters solved this. To take a child... a CHILD of about 6, it took 3000 balloons just to get him off the ground. I saw the episode... it was funny.. but sad.. that poor kid was looking forward to it as they filled and filled and FILLED balloons all day until it got him a few feet off the ground. They gave up.
(addition: I just saw the Utube link and it was 3000 10-12in balloons, not the giant ones like on the link.)
