I am getting a new computer and my old one has Windows 98 on it if I use a Windows XP start-up disk a.k.a (system restore CD) will the windows 98 reboot with the XP software? If not then what would happen?

nothing you can buy an upgrade but they are a waste most of the time your old componets wont support xp unless you up grade all of it may as well buy new pc
but it will just say noncomp. and do noyhing

it will tell you that you need the upgrade CD to install XP

if your thinking it will start xp then you will be wrong,, windows XP does not run off the cd it needs to be installed
