How did "That sucks!" become such a common part of the vernacular?

Kids, grandmas, bosses - they all use this phrase. Back a few decades ago it was only said by teenage boys and the root meaning is pretty nasty.

I think it was first spoken by the Independent prosecutor, Kenneth Starr, in the Clinton impeachment era. Just like your tax dollars helped NASA make Teflon they also helped Starr make that expression.
