Does Microsoft provide a free registry cleaner, if so I'll need link?

I had to re-install my OS back to windows XP home,service pack1. I'm unable to install service pack2, errors keep occurring.

Microsoft does not have one that I'm aware of, but there is a program called CCleaner that is free, that cleans the registry and deletes older files that aren't of use. www.ccleaner.com. :)
