I have a bloodhound who completely ignores me. I also volunteer at an animal shelter where I train dogs. I have to try to train a lot of beagles. Most just ignore me once they get outside. Your dog will most likely never be able to be off leash. You should train if a lot and often inside and in your yard and make sure it listens to you well before you even try training it a park. Keep your dog on a leash at all times.

I have a 80+ lb lab who likes to do the same and bark. I'm not successful 100% of the time but I talk quietly while we are outside. Some say swat with a paper and I will never. We talk alot at home.Maybe a shorter leash for a bit then go back and forth as she responds. Reinforce the old rules. She should get it if she wants the extra rope she must obey. Like I said I am no expert I ask alot on here q's too! Bless you both also.

It depends how old your dog is. The older, the harder to teach. We walk our dog in the woods, with no leash. The thing is, that she has to be scared that she is left alone. When our dog was younger - not a pup, older than that - when he went off, we hid behind a tree or a bush, where we can see him, but he can't see us. The minute he realized that he can't see us, he started searching. He was more than happy when he found us. Of coarse, once is not enough, we did it a few times more, but it worked. Now ... he stops and looks back every ten feet. Never lets us out of his sight. So, this is the secret. Try it. I hope it works and you will start enjoying your walks.
One more thing! You must make sure, that you are the first one to leave the house or cross the boundaries of your house. That keeps you in charge. If you go for a walk, and your dog goes out first, call her back, and stay home. After a while leave again, and go out first. If she leaves first, she thinks she can do anything. :) Have fun

If Butterfly's answer doesn't work try a shock collar. We use one to teach coming when called outside. It is very important that your dog will quit whatever it's doing and come to you. Have him on a long line when trying it the first time. Just as with invisible fence some dogs will run away instead of coming to you when they get shocked, then they are afraid to come home. Good Luck! Beagles are very cute.

Put a leash on your dog until you train it. If it ignores you, you haven't trained it to come when called yet.

There are leashes 10, 15, 20 ,25 ,50 and 100 feet long, or you can use a rope. I recommend wearing gloves - it your dog pulls suddenly, you can get a nasty rope burn!

Also, training your dog to track can give your dog an outlet for sniffing- a very natural behavior. You can hide objects and let your dog sniff them out. Fun games that help with obsessive sniffing.

You don't if the dog has a high prey drive. My dogs are cat killers. & they will bark at a cat they see 4 houses down. & they don't stop until the cat is out of sight. The same thing if people are walking by. Lots of foot traffic on this street. So my dogs bark a lot. But not excessively according to animal control. It is instinct in many dog that causes a high prey drive. It could be because of poor breeding.

A beagle should never be off-leash. Their noses get them in trouble. She will run after the first squirrel or bird she sees, and then you're in trouble. Work with her on a leash with treats. Practice, practice, practice.

Beagles are hard to train outside, unless you are training them for hunting. Get a choke chain and ride it high on her neck. Don't put much pressure on her, don't hurt her, just get it so she isn't sniffing when walking. As far as coming to you when you call her...good luck.

I once saw someone with a whistle. The dog knew it was time to come to its owner when the whistles was blown. Maybe train it with a whistle like those sheep dog whistles or a clicker.

Have you had your dog's ears checked? Maybe s/he is hard of hearing. Food for thought...
