They're not, It's a scam! Yahoo does not sponsor this type of lottery or sweepstakes.
You don't have to pay money for "taxes, fees or insurance" to receive your winnings.
If you actual won, they wouldn't notify you be e-mail.
Anyway, international lotteries are illegal in the United States and most countries.

It's a scam; you shouldn't have to pay to collect a prize. Yahoo! didn't do it; either someone hacked them or spoofed the account.
