The library almost always has free programs. The local park or playground. Your town may have a Parenting drop in centre. Local community centres often have Parent/toddler programs. Ask at your local school as well.

You could take her to the mall. In my mall, they have a little indoor area specially for prescoolers and little kids where they can run around and play with each other. It's free to go there and there are always a ton on kids there. Or you could take her to the playground or a city park.

Depends on your area, I guess. In BC, the public health deparment in each community has programs that are free. Also, public libraries, some churches, and even rec. centres can have mom & tot programs for preschoolers.
