Get the necessary instructions you might need from the internet.
Get all the pieces.
Proceed to place all the pieces in the necessary places according to the detailed (hopefully) instructions you were able to find on the internet.

Hopefully after all is said and done it does what you need it to.
Otherwise see step 1 and try again.

You need to start with an idea. Then research your idea to see if others have built one. If they have not, then use logic, research and knowledge to figure out how to build one. Talk to a pattent lawyer, to see if it can be pattented.
