No, Hagar was not a "legitimate" wife. When Ishmael (who should have known better) made fun of Sarah because, at ninety some years old, she was nursing a baby, Sarah got angry and went to Abraham about it. She wanted him to toss out "the bondwoman and her son". God's resonse was to tell Abraham to "listen to the voice of your WIFE".
The whole deal with Hagar was because Abraham and Sarah did not have the patience to wait on God's timing. It was a very bad mistake, and it seems the world is still paying for it.
Ishmael gave up any rights he might have had as "firstborn" when he made fun of his mistress and her child, anyhow. Very disrespectful of him.

She wasn't his wife. Sarah 'gave her unto him' when she thought she couldn't conceive. But, that was not, by far, his only no-no. In fact, Sarah was his half-sister so he lied to both a Pharaoh and a king that she was only his sister and married her off to them. Of course, he did other Biblical no-no's but I don't feel like typing that much.

No, she was a servant, not a wife. That would mean Abraham had an affair, which isn't really a good thing either.

No. Sarah gave her to Abraham so she would bear him a child. She didn't fully believe that she herself would become pregnant in her old age.
