That's kinda like saying what's the best cancer to have...none are "healthy" per se, and some downright dangerous.
A couple of big issues with diet pills are:
1. Most tell you to eat a well-balanced diet and exercise, for best results. If you did that anyway, and skipped buying the pills, you'd get the same results and save money.
2. The pills that do work to suppress appetite, typically have undesirable side effects and/or can be harmful to your health immediately or down the road. They aren't meant to be taken long term...so what happens when you take them, lose "X" number of pounds to reach your goal, then stop taking them? You put the weight right back on, because you didn't learn how to eat properly, you relied the pill to tell you when to be hungry.
For most people, unless they learn to make a lifestyle change...eat a healthy well balanced diet, and exercise regularly, then no fad diet or pill is going to do more than give them short-term results. Not only is yo-yo dieting unhealthy (putting weight back on and losing it again, over and over) but each time you put weight on, its common to put on more than what you had to lose the previous time.
Why not do it right, and do it once?

I think "healthy diet pill" is an oxymoron. just eat right, drink water, and exercise to lose weight. even people who have surgery or are hospitalized to lose weight don't take pills. if one pill worked, we'd all be taking them and all be skinny.
