In Indianapolis Indiana they do. But you have to keep that arrangement. Also you might want to see if you can get on a budget plan. also most cities have resources to help different organizations that will help you out with your bills and rent the number here is 2-11

Usually they will unless you have made arrangements with them before and broken them. Usually they break up the old bill in installments to pay along with your more up to date bill. Call them asap!! If you wait until your power is cut off, they will want the full amount

Yes, be prepared to make a payment, when you talk to them and have a reasonable schedule ready for making the payments. If possible go to an office where you can make the payment. I would call them and ask what you need to do.
