you are the team leader here, and you have a baby. Just like human parents who have to baby proof thier home and surroundings, you need to puppy proof your environment. I would suggest you fence off your herb garden. But part of your responsibilities in having a new puppy it to supervise it, and not let it learn destructive behaviors, and get into dangerous things, and to train it.
so, either make the garden so the dog cant get into it.. and i have a gearden myslef, so i TOTALLY understand, or be with the dog when it is in the yard.

A small well secured fence, tall enough to keep puppy from getting at the garden. Then walk him, on-leash, around the perimeter and every time that he shows undo interest in the garden, a vocal correction (in a hard, strong not loud voice) should be enough to draw his attention away from the fence. Every time he responds by returning his attention to you, make sure to give him lots of praise.
He is a puppy. His attention level is very low (about 10 mins), so do this exercise as often as you think of it. Several times the first few days and then keep doing it. At this stage you will want to do it for most of the summer. Because.....If you're like me, you plant a garden every year and you want this exercise to stick so that on the rare occasion that there is no fence around your garden you can use your voice to keep him from digging at the aromatic herbs.

dogs will naturally eat plants as part of the diet.
You need to put a fence around the herb garden as your puppy will always find it attractive, usually your favourite flowers too! This is another reason to ensure you don't grow any poisonous plants as the dog will eat them without knowing (foxglove etc).

i think its about time you harvested your so called "herbs" and invest in some hydaponics for the loft , this will solve the problem , also if a copper walks past you wont get nicked :):)

take him to a drug councillor sounds like he's got a bad case of addiction marijuana lol stoner dog. also you may want to keep a handful of treats around for later as he may get the munchies. he he stoner dog that's made may day
