Drink more water
eat less salt
take a vitamin (multi or with extra e and a)
buy some vitamin e capsules and break them open and apply to your lips.
Never, ever put mineral based, petroleum on your skin (let alone lips) this is PETROLEUM - aka vaseline and it hardens skin not softens it (contrary to what people believe).

try rubbing a comfortable toothbrush over your lips to do away with most of the lifeless pores and skin, then prepare an extreme lip balm. some human beings use vaseline, even even though it includes petroleum, that may sometimes have an unfavorable result and reason the floor to dry out extra. I recommend making use of comfortable Lips, through fact it moisturizes relatively properly yet isn't great-thick.

Try LipMoisturizer SPF15. I tried the cherry kind, and it didn't work in the winter for me, only in the summer. So I switched to the LipMoisturizer SPF15.

If that doesn't work, you might try Vaseline or Petroleum Jelly on your lips for one night to make them softer, that will make you lips softer temporarily, and then the chapstick should work. But don't use it everyday, your lips will get addicted.

Get more hydrated- lots of water.
Use vaseline and an sun-protecting lip balm/chapstick.
If they're badly dried, you could use Neosporin's lip balm.
Do not lick your lips.
Also, wash your face after you brush your teeth. Toothpaste left on your lips can dry them out. (That's why some people say to put toothpaste on zits, because it's drying).

Satin Lips from Mary Kay! It has 2 steps; a lip mask and a lip balm. First you put the mask on and exfoliate them which will take off all the dead skin, then you put on the balm and it hydrates for up to six hours

Maybe your just not taking in enough water. when i dont drink enough water then my lips go dry and the skin around my nails also get dry, also licking your lips actually dries them out so dont do that if its a habit you have.

Go to bed with olive oil on your lips. It's a miracle worker.
