How do I stop Encoding from changing on it's own?

Question

Something happened to my computer here at work. My Yahoo Answers screen has suddenly shifted over to the left and everything looks different & weird. I discovered that when I right click and scroll down to encoding and choose "Western European (Windows)" and then refresh the page, everything goes back to normal.
But I have to do this every time in order to see the YA page correctly....
How do I lock this encoding in so that it doesn't change on it's own?

Please help......

scroll down in encoding and click on "left to right" and a check mark will appear
