Can I be Absoletly Sure it's Genital Warts?

I'm going through puberty and have normal bumps from hair growing on the base of my penis. However, i am uncircumsied and at the end of the foreskin their are bumps. They are not raised but close little ones. I went to a doctor and he said i'm fine, but how can I be sure? He just kinda looked

If the doctor says it's fine then I'm sure you are okay.

You can always get a second opinion if you feel like your doctor was wrong or misdiagnosed you.
