He needs to see the doctor and have tests on his renal activity because as a diabetic we can suffer renal damage from ketones in the blood from ketoacidosis, symptoms include fluid retention in the legs and hands. He must see a doctor.

poor flow. The blood gets all the way down to the ft, yet have a tricky time getting back up the legs to the heart, so it swimming pools in the ft and legs. walking is genuinely necessary for Diabetics to ward off the swelling of ft and legs. The muscle tissue of the legs surely squeeze the blood vessels and act like a pump once you walk. This forces the blood out of the legs and ft and back to the heart.

A diabetic who has foot problems should see a podiatrist on a regular basis.

You can find one in the phone book, and they're not that hard to get an appt with.
Unfortunately, not knowing your ins, I can't say if it would be covered or he needs a referral . Why don't you call them?

diabetics are at risk for developing heart disease. If he is not keeping his sugars under control, then his heart disease will also worsen. If his sugars are well controlled and he is still having such difficulty, then he needs to be evaluated by a cardiologist.
