You're going to get more mileage from having dips and chips and crackers for your guests to enjoy then trying to serve only finger foods to them on a budget of $3.00 per person.
Here are some that I created for parties and such. Recipes can be doubled or tripled:
1. Asparagas spears wrapped with prosciutto
2. Cheese straws with prosciutto
3. Cucumber slices with creme fraiche and smoked salmon
4. Baked Brie en Croute
5. Mini quiches with carmalized onions and gruyere
6. Celery stuffed with taramasolata
7. Mini orange muffins with slices of black forest ham and cream cheese
8. Fruit kabobs with brown sugar, sour cream dipping sauces
9. Tortelinni on skewers with a marinara sauce
10. Fried ravioli with marinara sauce
11. Bruscetta with artichoke tapenade
12. Egg plant panini (thin slices of baked egg plant, a little mustard, and asiao cheese grilled on a panini oven)
13. Deviled eggs
14. Hummus and chips
15. Thin slices of roast beef, a creamy horseradish sauce, on whole grain crackers
16. Pigs in a blanket
17. Vege platter
18. Mini meatballs in sauce
19. Salami rollups with onion and chive cream cheese
20. Asparagas in puff pastry with kasseri cheese

There is no sensible way for you to do this, without getting more information than we can provide here. Go to a bookstore and get something on catering. You will have to be buying cases of this, pounds of that etc. You must also take in consideration how long the function is. Each person is not going to eat only one finger food. What time of day is the function? If it is close to meal time, they will eat more. Many questions you must find out the answers to. You will need a large crew of people to help you, that is another consideration. It is actually cheaper, and easier, to plan a simple meal for 300 people, than it is to do 3 hours of finger food for 300 people. You've taken on a huge job.

Thinly slice luncheon meats i.e. turkey, ham, chicken, rolled and stuffed with cream cheese that can have some spices can get you started. remember to roll and use a tooth pick. you could even cut them in half so people appear to be taking more than they actually are. Put on top of a cracker makes an even larger appearance. Also fresh fruit cut and served cheeses can also keep you within your budget. Go to the store and buy a single serving for your self and see what you get. there is more than you think.

Chicken wings and Drummets (bbq or hot sauce or both)
deep fried cream cheese and crab wontons
mini egg rools
deep fried cream cheese jalepenos
butter garlic croutons (biscotti size)
fresh fruit
fresh vegetables
small roasted potatoes
little smokies in a bbq sauce
Im not sure how much that will help, but I know my family likes those kind of things.

I would recommend going to Smart and Final to purchase everything. If there is one around your area...if not, Costco, Sams, or BJs...
Purchase the big boxes of frozen foods such as pizza rolls, egg rolls, taquitos, etc,...then go buy 7 layer dip, guacamole and chips...
plates, and serving supplies are cheap there....just need serving trays and table cloths...all set
