Of the people carrying wart-causing strains of HPV, only 1% of them will develop actual warts.

Like most STDs, HPV often displays no symptoms. And lucky for most people who come into contact with HPV, it is common for the immune system to clear the infection. However, there are still many people who aren't so lucky, and they wind up with warts. You can have them removed surgically, but that doesn't cure them and they can still grow back.

Well, yes. They can be removed, but some mycroscopic ones more than likely will remain. This is why you do not always know who has them and who does not.
