Yes, you will certainly need a visa.
The Singapore Embassy is a good idea.
They will certainly suspect you if you say you are only going to be there a few hours! Tell them a few days, at least.
If you need the name of a hostel, tell them you will stay at Petra Hostel, Jaffa Gate Hostel, or the Lutheran Hostel, all near Jaffa Gate in the Old City, or the Yitzhak Rabin Hostel in West Jerusalem (near the Knesset).
These are well-known and cheap.

You definitely need a visa. Word of advise, going and coming back in same day, while possible for a foreigner, is not so pleasant. Try to stay at least one day. If you could fly in, all the better, as the bridge expereince is not the best.
Remember, if you plan on visiting other Arab countries after going to Israel, make sure they DO NOT stamp your passort. Ask them to stamp a seperate sheet. They will comply, but only if you ask.

It's best to contact the Israeli embassy in Singapore for more info:

PS: Several hours is far too short a time to spend in Jerusalem. You need at least 4 days to take in the city. Hope you will have a wonderful time there. :-)

I'm not entirely sure but my best guess would be absolutely yes, you would need a visa. There are few countries in the world as security bound as Israel
