In fact success or failure depend on the way the policy is perceived & implemented.
If it is to merely collect the fines or earn revenue, then there are other ways also to do so . If on the contrary we really want to improve and in-culcate a culture then we should sincerly act on it rather than a punutive action. Lest it may be a means to give teeths to corruption.

Now a days the Traffic Police is not doing its job, viz., regulating the Traffic and not pursuing and helping the people to follow the traffic rules and free flow of traffic.

On the other hand the Traffic Police has become a mean for the Government Treasury.

The Governments have fixed a figure of earning through traffic challans, in their annual budgets, which itself is unconstitutional. So it has become primary duty of the Traffic Police to collect the funds through traffic challans, irrespctive of the fact that one has committed any traffic offence or not.

In other words the Governments and the Police Department
themselves wanted the public to violates the traffic rules so that they can get the require funds for the Budget.

Imposing heavy fines on traffic violators is not successful. First they must be educated regarding traffic rules. Strict discipline must be enforced on roads. Lane system of traffic should be implemented.

I think first, the condition of the roads and infrastructure should be improved substantially. It is useless to penalise and impose fine,when there are traffic jams, and many times the traffic hardly moves.

No. Old virus can not be removed with fines. There should be no fine for helmet, seat belt, mobile etc. but fine should be for violation of traffice rules etc.
Tr. Authority is giving licence to untrained drivers. Driving colleges are only Khana Poori. They never train drivers.

It may not be successful; but there is no easy alternative in a democratic country. After all rules are for safety of all, and the rules must be followed, voluntarily or compulsorily.

Sure the new fines have raised millions for local and state governments, what's wrong with a tax on law breakers?
