What is the best software that i can used to repair an old photo with dirt on it? Where can I get it?I need a software with an easy steps of repairing photos.

"MS Picture It" is pretty good, although basic. I believe the new version has a "restore" feature of some type.
Some labs offer a restoration service. They scan the print to CD, then send the image off with instructions for repair. At my lab, that service is $39.99 usd. Most consumers are pleased with the results.
You would be able to do it with Elements, but probably not with a few clicks.
