No, it's not. The eye has many chemicals and fluids at work. It'll be flushed away before it has any chance to do anything, plus Neosporin isn't designed to work in the eye. You need a paste from your vet. (it'll probably be in a tiny tube and a clear paste). The stuff works wonders.
However, if you cannot afford a vet, or get to one, go to the pharmacy and buy a large bottle of saline eye drops. Flushing the eye consistently won't give the bacteria a chance to regroup and grow.

It's best to get the cats in to a vet if you can.
There are many different eye drops, and you need to find out which is the best to use, not just bung any old one in. This is why vets don't prescribe medication without having seen the animal first, so they don't end up doing more harm than good!
I think neosporin is known for it's side effects, and should therefore be used with caution and ONLY under a vet's supervision. Check out this information if you need further convincing:

Hi Russel, I would call a vet and ask if it was okay. We don't want to make the cat more hurt if you use the wrong stuff. You have a kind heart for caring about a poor strays who know one wanted. I would give you a star if i could. Try to nurse the stray and you will have a good friend until he gets old.

If there is a pharmacy open still or even a grocery store, go get some contact lens solution and some throw away cotton pads (like the kind you use to remove nail polish with) to clean your cat's eye. After tomorrow when bor if she sees the vet, throw that stuff out as eye infections are usually highly contageous to humans. Wash your hands well!

Someone had that problem last fall, and was told it was ok to do. I just saw the vet once and got an antibiotic cream for the eyes and it was easy to just get refilled, luckily, as my wild female stray kitten kept getting recurrent infections.
I began to worry if she was ever going to stop being sickly, but she did finally clear up her repeated infections and stay healthy.

Our vet prescribed terramycin ointment and it worked very well. However, it might help to just wipe their eyes from nose outward with a cotton ball soaked in warm water, using a different part of the cotton ball for each eye and a different cotton ball for each cat. That will remove some of the residue and make them more comfortable. I think the terramycin is available from online vet supply sites. Sounds like you need advice from your vet, though.
