Because the Chinese have done a better job of opening themselves to the free markets of the West. The Russians are still living in the Cold War in many respects. With Putin being ex-KGB, it makes sense. He wants to run all the business interests in the country. China has been much more open to foreign investment

The Chinese realize that they have to be part of the global economy to become stronger, while the Soviets isolated themselves and eroded from within. China will not be socialist for very long. The people are too exposed to the free world with things such as the internet.. It is only a matter of time before their govt changes.

The russians had a socialist intent and definetly felt it was their duty to change the entire world. the U.S. is definetly threatened by that... they couldn't be controlled.

The chinese have a very democratic communist system.. it's kind of a mix, and they are generally willing to cooperate with the U.S., and don't try to change and conquer the world... simple as that.
