nope. it's not true. nowhere in the Bible does it say that. However, if i'm sitting down, hoping to gain something extra-meaningful from the Bible (ie. an answer to a problem, a deeper understanding of an issue, etc.) I will pray before I begin to read that God will open my eyes and my heart to his Word and that the Holy Spirit would really work in me....

Yes; ask for the guidance of the Holy Spirit; ask taht the Holy Spirit ckeanse our mind from various concepts that may not be in line with Jesus' mindset, The Truth.
Deploy the authority in the name of Jesus to cast every satanic angel such that they can not interfere with your meditation upon the text (compare with John 13:2).

To understand what we read from the Bible, we need God's guidance. So asking him for that guidance through prayer would be appropriate.

I was unaware of the rule.
You would think that there would be a "set of rules" on the front cover of the Bible, so that people who open the book, would be aware of the rules.
"Do not remove this wrapper, before.....etc etc etc.".
Even shampoo comes with instructions!
Wash, rinse, repeat!

No nothing says you have to.
But to help understand and take in what we read it does help to say a small prayer to Jehovah and ask him for help in taking in what you are going to read and to open your heart to help you understand it and apply it in your/our life.
