I have a cpu meter on my machine and sometimes it seems like the cpu is working real hard but I have nothing running. Is there somewhere i can see what is running to make it do this? I have vista if that makes any difference.

To understand computer performance you have to have realise that there many things happenning in the background that you don't always see.

There are actually 3 explanations for what is happenning.

1. You have a virus or worm on your computer. This program will not appear on your application list, but will happily sit in the background doing bad, evil or crazy things.
2. Your computer is balancing system resources. If your CPU is working for a little while, then stops, and when your CPU is working your Hard drive is also working, then it is likely that you computer is swapping some things out of memory. It does this automatically to optimise resources so that they next time you want to open a program, resources will be avaible. If you upgraded from XP to Vista, this is likely to start happenning because Vista uses more system resources than XP.
3. You have a little program in the background that is doing something. For example MSN and Yahoo messenger load into the system tray. I would suggest it is the Anti-virus program that is checking your computer when it is idle.

check your running processes some of them can be real memory hogs depending on what's running
