If you have a nearby Walgreens or WalMart (or any 24 hour pharmacy) you can get 'rescue remedy' at the drug department and put a couple of drops on her tongue. This will bring immediate results to help her recover from shock. If she was in labor several hours, she may be needing more vet attention for low calcium..So, if the rescue remedy doesn't help a LOT and she keeps shaking and suffering, she needs another vet visit..

If she hasn't eaten today, be sure she gets something that she will eat, such as real meat, scrabbled egg, cottage cheese or chicken. She may be experiencing low blood sugar..

If you can't afford to get the animal the medical help it requires, you may need to contact an animal rescue and let them take the dog (ASAP!). They can pay for the medical help the dog needs and find it an owner that is in a better financial situation.
I honestly don't mean to be insulting to you, but people all too often fail to realize the responsibility they take on when they decide to get a pet. My first chihuahua had to have $1700 worth of surgery less than two weeks after I got her and I've spent thousands more on knee surgery and a mastectomy since then. Its a serious commitment, and if you're not willing or unable to sacrifice the cash when these things happen, you probably should look into something like a goldfish.

childrens asprin can be given to her (not ibuprophen, not tylenol, just asprin). due to the size of the dog, only give her a quarter of a pill (cut in half, then in half once more). do this every 4 to 6 hours, no more than 3 times a day. If you're using adult asprin, only give an 8th of a pill (better to have childrens asprin on hand)
this is only for pain control, not a cure. if the dog is bleeding vaginally, don't give her asprin, take her to the vet. If you think the pain is unnatural and she's damaged internally, take her to the vet asap and work out a payment plan with him for any service that needs to be done.

do you know if she has anymore babies in her??? Will she let you "examine" her? GENTLY palpate her stomach or even feel if she has another pup in there?? This can be a life threatening emergency if she has another pup stuck in her. Can you borrow a credit card from anyone...or pawn something to pay for a vet exam?? If nothing else, CALL the ER vet...a phone call is free. If the local ones won't answer, call other areas. Long distance charges could get you good advice. Good Luck

OOOOPPPPS... You should have saved up for such an emergency... How many times has someone said to have money available in case you need an emergency c-section. If you look up Chi, they very often need c-sections due to the size of the head on those puppies..
Not thinking, not planning and now look at the trouble you are in.

Thats why u shouldnt breed your dog, if you dont have money for an emergency vets. You should know, as a chihuahua owner, alot of times they have to have c-sections. Do your dog a favor and get her fixed so she'll never have to go through a hard time because she has an owner who doesnt know anything about breeding and comes on the internet to ask total strangers questions about his dog. Poor Doggie :(
