I've noticed some fences with the 2x4" rails w/faces (4") vertical against slats. Others, I've seen sides (2") against slats. Any particutular reason? Also, rails inside or outside my yard... facing anothers' backyard? thank you

ive noticed that too, it depends on which direction of the fence you want structural protection, with the vertical its easy to work with and protects better against sagging and its easier to nail in the slats but it looks ugly to me and kind of childish...as if a child can make it. with the horiz layout it protects against any roughhousing caused by anybody and it makes the fence look more "proper" on my opinion. in many commercial houses the have the rails alternating, so that its on both sides, that to me seems fair. from a builders point of view, he thinks rails on the outside look better for the houseowner but personally i like them on the inside so i can climb the fence easier if i need to and make it harder for ppl to climb in and it also makes for a handy beer/coke can rester sometimes.

As a courtesy to your neighbors, put the rails on your property and let the good side show towards your neighbors property. Besides when someone sees your fence from the front, it will look nicer to them.
