Bones (proper ones from the pet store for chewing, not just bones from food) and chews can help. You can also buy special hard biscuits to mix in with the usual food that help keep tartar off teeth.

You can also brush your dog's teeth with special dog toothpaste if she'll let you!

Also watch out for the hard nylabones, especially the blue ones for dental care, see link below.
I also strongly recommend brushing your dogs teeth, I am always amazed at the condition of other peoples dogs teeth who are the same age as my dogs and don't brush thier teeth. It makes an amazing difference.
I am not sure what it is called right now but I just saw this new product at pet smart. It is a toothbrush bone that you just put the toothpaste on (it has bristles) and give it to the dog to chew for 2 minutes. You could probably find it if you looked at the pet smart web page, but I need to go to bed so I will let you look for it if you want :) good luck

I have been wandering that myself. I have tried almost every product in the store for cleaning my dogs teeth. Nothing worked well. I think the toothbrush has worked the best. My dogs like the beef flavor of dog toothpaste.

Rather than a toy, can I suggest raw meaty bones for some of their meals. I use chicken necks and chicken wings for meals most days. My dog has great teeth!

Kongs are great! You can use Greenies, but you need to monitor your dog while they are eating them to reduce the risk of choking. You can brush your dogs teeth. I brush my dogs teeth. I know it sounds gross, but they have beef flavored toothpaste and he does not mind at all! Good luck!

Nylabones, or any of the others at the pet shop, but you should still brush their teeth especially if it's a small dog.

Kongs.
Don't get Greenies (that's what we call them...they are hard shews shaped as bones) because they often get caught in a dogs throat. (It is second to chicken bones as a leading cause of dogs chocking to death)
