I propose that the US Constitution be amended to include an income tax, that this tax will forever be held a a flat rate of 10% (and limit state's ability to tax to 4%). Further the tax would be collected only on the last pay of the month. NO REFUNDS! NO OVERPAYMENTS! SELF EMPLOYED PERSONS PAY MONTHLY, BI-MONTHLY OR QUARTERLY, BUT NO UNDERPAYMENT FEES FOR ANYONE, PROVIDING THAT THEY, INDEED PAY THEIR 10%! 10% for all income levels, the more you make, the more you pay, but not unbearably so, and ALL corporations pay 10% NO MORE TAX BREAKS FOR INCENTIVES TO LOCATE OR, WORSE, RELOCATE! Ta breaks for locating and relocating rob's communities of much needed revenues, and companies move, throwing personal economies into great upheaval, including bankruptcies! I think that this would allow ALL to fine tune their budgets and eliminate much IRS work, as there would be only 4-15 for self employed persons What do you think, my future constituency?

Yep, I missed one little, but overwhelmingly important point, where to begin?
Well my experience shows that smoking is extremely copmmon in poverty level households. That being the case, I do not feel that there should be a lower limit on where to begin. If someone has money for vice, they have money to pay their FAIR share!
If I was pushed into accepting a non-zero starting point, I would say the povertyline + 15% as the starting point for the flat tax plan. That allows for a moving lower limit that automatically adjusts, yearly, for inflation.

If you add a minimum amount that is not taxed, I'm with you on this one! The governments will assess fees instead though. They already do that when you put a cap on their taxing. They also do hidden things to keep their income up like never retiring bonds that are supposed to be retired at ten or twenty years. Instead they reissue them and get that money and we have to repay all that interest to the investors. I have noticed that this happens in my community anyway.

I agree with the spirit of your plan but not the plan itself. What about the folks who slide under the income tax radar: drug dealers, hookers, home-businesses, illegal workers. We need a plan that addresses the need to tax these people too. This is why I am for abolishing income tax and replacing it with a federal sales tax. Everyone will have to pay taxes. And those who choose to save their money won't be penalized.

Cute idea, but it won't work. 10% is nowhere near enough.

The working poor would be decimated by the required 25% to 27% tax.

The middle class would pay nearly double what they do now.

The wealthy love the idea as THEY would pay much less.

It's a nice idea in theory, but it doesn't work in practice.

Th poor cannot afford 14% in taxes and the rich would be laughing all the way to the bank.

I wish it could be made that simple.
