You can broil hot dogs in the oven. Just make a few holes in the skin with a fork, then put them right on the rack or on a cookie sheet.
If you can, move the rack up close to the top of the oven. It only takes a couple of minutes, so watch carefully. In fact, you should always broil with the oven door open a little. Turn them once, brown the other side, and you're all done.

I broil them in my oven all the time - well, when it's too nasty outside for the grill.
In an electric stove oven - the broiling element is at the top, so move a rack all the way up then put the dogs on a broiler pan and slide it in. Turn when browned and brown the other side and you're good. My dad splits them open first lengthways, but I just stab them a time or two with a fork.
In a gas stove oven, the broiler is underneath the oven so the flame's on top - different location, but you broil them the same
way.

You can't, you have to bake them. In order to broil, the flame has to be above the hot dogs. In an oven, hot air circulates to cook food, all you can do is bake in an oven.

If you put them in the oven, you're not broiling them anymore, but rather baking them.

Hot dogs are already cooked when they leave the plant.
You simply need to heat them or brown them to your taste.
