Basically they follow this protocol

- wait for the kidnappers to contact them with ransom demands
- arrange a meeting place, normally in a city park
- place the briefcase containg the money under the branches of a tree someplace secluded with a net overtop of it
-wait for the kidnappers to come to pick up the money
-cut the support rope causing the net to fall, immobilizing the kidnappers and ending the whole ordeal for the terrified person who has been kidnapped and their family and friends.

It doesn't. The FBI is strictly a domestic operation.
