Bad breath comes from the bacteria on the tongue, gums, and in the stomach. Some people have what they call "cronhalatosis." It is a "smell or odor" that comes from the stomach after eating a meal or also from not brushing their teeth, gums, or scraping their tongue.
I would let that person know that you had someone tell you that you had this "problem" in the past and then tell them what they can do to resolve it. If you don't want to say that you had this problem in the past, then just let him/her know that they have what is called "chronhalitosis" and that they may want to take the above measures.
Some people that I know have said that people that have this problem may also not go to the dentist regularly for cleanings. Also, they don't brush that often and they may have gum disease. Say that you know someone that had this issue if you don't feel comfortable saying that you did and fibbing a little..... or, just tell them some of these things and they will get the hint.
I hope that this isn't someone that you are in a relationship with. This can be a touchy subject depending on the person, but truth is always the best way. You would want to know.....wouldn't you?

Just tell them. I have this problem. It is sooooooo not fun talking to people and not knowing I am stinking up the place.
It is doing them a favor. They might not know it.
I have to scrape the back of my tongue once a day due to the bacteria that collects on the tongue. One bacteria smells like something dead, the other like a sewer.
Once I scrape, use mouth wash and brush for 2 minutes I am good to go until I eat again. I have to do it all over again.
Sometimes the stinky breath people don't know that they have to scrape the smelly scum off their tongues, too. Or they will never get rid of that awful smell...

honestly, you have to get rude. i work with a guy that has the WORST freaking breath. i tried to be nice and offer him gum and mints from time to time. then it turned into me telling him he had stank breath. but he still dont care. now,(months later) i rag on him constantly. i swear, it smells like he ate some cat shitt for lunch or something. it will make your stomach turn!!
there is no way to be nice, so just tell them strait up that their breath stinks.

Lol.... this is a funny question. I'm always paranoid my breath smells. Anyway if its that bad they probably know they might not be able to help it. I worked with someone who had a severe case of chronic halitosis. That.... a whole pack of gum cant help. Another co worker would always go on about how the helmet he wore while riding his motorcycle probably made him sick due to lack of ventilation.
