not always, depends on what you mean by "touch" her though. Just an arm around the shoulder? Holding her hand? Using her as an arm rest...(sorry, I'm short and people that i have classes with, mainly the guys, are way taller than me and use me as an arm rest.)...You lay your head on her shoulder? What, it all depends. It all depends on their reaction though, have fun.

Well i would definitely say yes to that. Most girls dont want ALL men touching them but when it comes to someone they like back, they wont tell you to stop. Be honest, if you like her let her know, be honest with her. She will appreciate it. I can guarantee she will like you back!

not necessarily, but she defiantly doesn't NOT like you. did she tell you that she liked it when you touch her? it might be she just wants some "brotherly" or "friendly" comfort like a hug, or she's trying to send you a signal by telling you that. either way she likes you a lot, just maybe not in a sexual way.

if its somewhere like the butt or something forward like that prolly, or shes just a slut lol. but if its like the arm or putting your hand on her shoulder, no. i liked it when this guy a hated put his hand on my should...just cause it kinda feels good to be held, etc. but if she pushes you away usually that means shes scared of you or dont think of you that way at all.....or if shes very shy she might "slither" away even if se realy likes you.
