1. He should be on a better quality food.
2. He should see the vet because he either has tooth decay, a tooth abscess, or a general infection of the mouth
3. He could also have problems with his kidneys. Many kidney related problems cause breath issues.
4. If you're able to get a brush in his mouth, definitely try brushing his teeth no less than once a month. There are fingertip brushes too, if the regular brush doesn't work.

My elderly cat had horrible breath so I got his teeth cleaned. One tooth was removed. When he had kidney problems- years later- his breath smelled again. But if I remember correctly it was a different smell.
My other cat had his teeth cleaned when he was 2 years old 5 years old and I received a notice that he is due back again.
I only have them cleaned when the tarter is bad b/c it is so expensive. This cat will not chew his food. He hates canned and hate treats so I am supposed to be brushing his teeth.
I bought a baby brush and got some tuna juice ( recommended by vet) but have not attempted yet. The vet said that gauze on your finger would also work in cleaning the teeth. But no human toothpaste.

Go to the pet store and but some breath treats so the breath smell goes away. You can buy that at the local pet store.
Also If that does that does not work buy cat tooth paste and brush so that really works.

Sounds as if he needs a dental treatment soon before his bad teeth hurt his health.
Yes, brush his teeth. Don't waste money on pet brushes. Get tooth brushes made for toddlers. Look for pet tooth paste at your vet.

I would take him to the vet and have him checked for an underlying condition, such as tooth or gum problems. Even internal problems can cause really bad breath.

take him to the vet. he probably has a tooth or teeth that are decaying. They can extract it for you and his breath will be soooo much better. My cat had the same problem. She never had stinky breath again.

Cat breath is usually slightly fishy. If it's strong and unpleasant, he may be sick. I'd take him to the vet if it smells rotten and unlike cat food.
