All automotive and motorcycle lamps, leds, etc ARE 14 volt. The 12 volt idea is gravely misunderstood as it doesn't exist. The car or bike battery it's self is not 12 volts, it is 12.5 volts and is only used in starting the vehicle. The normal idle voltage for a motorcycle is 13.8 volts and the regulator will go to 14.7 at high rpm on a fully charged battery. You can use 12 volts lamps in a car or bike, but they will be too bright and won't last very long.

Leds are current based. And your 12V system if you actually measure is closer to 13.5 to 14V when running. You should be OK to install them they will be just fine but make sure your fuse is properly sized.
