If you are photographing fast moving objects such as cars or people running you need to select fast shutter speeds to capture the sharpest picture you can. When the shutter speed is important as with moving objects, it's a good idea to set the camera to 'Shutter Speed Priority' mode. This is where you select the shutter speed and the camera selects the appropriate aperture according to the light reading.

That depends on the lighting and the effect you want to capture.

To freeze motion use a flash and 1/60 shutter speed with f stop opened wide.

To show a motion blur, use a slower shutter speed and pan the camera with the subject.

If you want to freeze the action, use the fastest shutter speed you can, with the lens wide open. Make sure you have the proper meter reading for correct exposure.

try shutter priority set to 1/60 sec or higher (depending on the surrounding and what you shoot).
If is very bright (noon) it you can even set it to 1/1000 sec. it should freeze your object
