dependency status on a tax form and on the FAFSA are two different things completely. you have to be able to answer YES to at least one of the 8 dependency status questions on the FAFSA (including age over 24, married, dependent that you provide more than half support for, etc.) in order to be an independent student in the eyes of the department of education ("owners" of the FAFSA).
it is possible that you are a dependent student according to the FAFSA but you file your own taxes. but that does not make you an independent student.
however, just because you are a dependent student and need your parents information on your FAFSA, it does not mean that they are required to help you pay for college. it'd be great if they could and did, but that's not always the situation.

To fill out financial aid as an independent, you need one of the following criteria:
Be over 24 years old
Be married
Have dependents (children) of your own
Otherwise she can still claim you and you can't file independent when filling out your FAFSA.

You can request an emancipation. It's a legal form that you fill out that says you're no longer a dependent, but I'm pretty sure your parent has to sign it.

You don't need to do anything. You can claim yourself on your own tax return. If your mother insists on claiming you too, she is committing tax fraud.

So, you are 19. Where do you live? With mom? Somewhere else? How much do you pay in rent?

That's her problem. If you are an adult (18 & over), you can claim yourself as head of household, if you truly are.
