Your body's skin contains salt exuded in sweat. If your skin get wet, the salt dissolves to form a conducting solution on the skin.

same reason on any material,that one free electron. on your body (sweat) its the salt content. as i recall...distilled water does not conduct (no free electrons) tap water, slightly and salt water ....zap!
