Many countries -- even many Western ones -- do not refrigerate raw eggs; as long as they're cooked before being eaten, they're fine. If you're talking about cooked eggs that have been out that long, be very careful indeed. They're best avoided.

You can but you are not supposed to because they are protein and develope some sort of bacteria.
When I was a kid about 40 years ago we had our Easter Eggs out on the table for several days and still ate them.

Any meat, fish, eggs or other proteins that have been outside two or more hours at room temperature is considered unsafe to eat.

Of course you can. In most countries, eggs aren't refrigerated at all. If there are harmful bacteria like salmonella in the eggs, and most likely there aren't, refrigeration doesn't kill them. Only cooking throroughly does, so cook them like you would normally do and enjoy!

relies upon what you propose by using risk-free. in case you have any arch nemesis that could positioned a cyanide pill or broken glass in it i might stand sparkling. in case you do not, then 4 hours that's edible. rejoice with.

Is it cooked or raw??. If it's raw then it should be ok to cook it, crack it and check that it does not smell bad. But if its cooked then no do not eat it.

yes, but make sure they are uncooked and still in the shell, and if they smell rotten after you crack them, toss them
