umm..i would have to say up (for most species).
i seem to remember seeing an old photo of a skeleton before it had been completely excavated. the tail was curved upward.

it was a smaller dinosaur. hard to say about the really big ones, but i think all that weight would make it difficult for them to keep their tails up.

just my thoughts.

down - the tails are huge if you look at a skeleton! there is no way these animals had it up for an extended period of time!

it was up- the proof is in the fossilized footprints- there's no line like a tail was dragging
