If you can, use buses instead of taxis; the buses are much safer, they run frequently and you can find one within three blocks of wherever you are. You can take your precious child in his stroller on the bus; we have a great public transporation system. Although it is safer, it is not required. If something were to happen and that cab were to crash, however, you would certainly want your child in a car seat. I'd try to bring it if you can.
As for the suggestion to take the bus instead, although the busses are quite reliable, I wouldn't necessarily say that they are any more or less safe than taking a taxi. Also, technically you are required to remove your child from the stroller when you get on the bus, which can be a huge hassle. Not all drivers will ask you to do this, but they do have the right to refuse to let you ride if you won't do it.

You're not required to bring a car seat, but for the safety of your one year older and the way some of these cabbies drive, you'd be best to bring some sort of protective device.

NYC taxi's are exempt from carseat laws - so no you don't.
So its really up to you.
