"Never pay back evil for evil to anyone Respect what is right in the sight of all men.
If possible, so far as it depends on you, be at peace with all men.
Never take your own revenge, beloved, but leave room for the wrath of God, for it is written, VENGEANCE IS MINE, I WILL REPAY," says the Lord.
"BUT IF YOUR ENEMY IS HUNGRY, FEED HIM, AND IF HE IS THIRSTY, GIVE HIM A DRINK; FOR IN SO DOING YOU WILL HEAP BURNING COALS ON HIS HEAD."
Do not be overcome by evil, but overcome evil with good. "
Romans 12:17-21

I think you have just established that it is not Biblically wrong in the OT to do so else many of David psalms must be expunged from Holy Writ. But Jesus said pray for yor enemies, which clearly is not consistent with the OT tradition as Jesus often was not though that plays against the Apostle Paul's objective to position Christianity as an extension of Judaism.

The question is, " Is it wrong to pray for vengeance in bible?" None mention in scripture that men can.

"Does the Bible give the right to governing authority to take vengeance?" None mention in scripture that men can.

Does the Bible give the right to an individual to take vengeance? None mention in scripture that man can.

In scripture, We have all heard or have read the Bible’s command that vengeance belongs to God and not Men.

However, in Romans 13 we are taught to honor governing authorities and that it is government’s God appointed role to uphold "righteousness and judge wickedness" but not vengeance.

Why is it that so many believers grumble and complain when God doesn't answer their prayers?

Look at Psalm 109. It is important to note, however, that King David was not only concerned about his own welfare. He also could see, probably because of his own life course, that the wicked were hurting the poor. Verses 16-20 show the connection between the treatment of the poor by the ones he was praying about and David's expectation of being heard by God. 16 For he never thought of doing a kindness,
but hounded to death the poor
and the needy and the brokenhearted.

17 He loved to pronounce a curse—
may it come on him.
He found no pleasure in blessing—
may it be far from him.

18 He wore cursing as his garment;
it entered into his body like water,
into his bones like oil.

19 May it be like a cloak wrapped about him,
like a belt tied forever around him.

20 May this be the LORD's payment to my accusers,
to those who speak evil of me.

Otherwise, there's: Romans 12:19
Do not take revenge, my dear friends, but leave room for God's wrath, for it is written: "It is mine to avenge; I will repay," [ Deut. 32:35] says the Lord.

Deuteronomy 32:41
when I sharpen my flashing sword and my hand grasps it in judgment, I will take vengeance on my adversaries and repay those who hate me.

Jeremiah 51:6
"Flee from Babylon! Run for your lives! Do not be destroyed because of her sins. It is time for the LORD's vengeance; he will repay her what she deserves.

Heb 10:30 For we know Him who has said, "Vengeance belongs to Me; I will repay," says the Lord. And again, "The Lord will judge His people."

Yes, the Bible says quite a bit about vengeance and there certainly was a lot portrayed in the Old Testament...but even there God spoke and said that Vengeance belonged to him. Its very confusing and though I usually do not do send scriptures, I will share this one with you as its one of my favorites and helps me remember my place.

Having said that...you can pray to God for and about anything, as long as you accept his will as an answer.

Ro 12:19 Dearly beloved, avenge not yourselves, but rather give place unto wrath: for it is written, Vengeance is mine; I will repay, saith the Lord
Mt 5:44 But I say unto you, Love your enemies, bless them that curse you, do good to them that hate you, and pray for them which despitefully use you, and persecute you;
So I believe you are better off to pray blessings to them.

David was also a murderer. That does not excuse it. David often prayed for vengeance, but that did not make it right. In fact, David was about ready to kill Nabal, but his wife, Abigail, interceded on his behalf. This was David's reply...

“Blessed is the LORD God of Israel, who sent you this day to meet me! And blessed is your advice and blessed are you, because you have kept me this day from coming to bloodshed and from avenging myself with my own hand. For indeed, as the LORD God of Israel lives, who has kept me back from hurting you, unless you had hurried and come to meet me, surely by morning light no males would have been left to Nabal!”
