I had an ingrown hair on my lip that I pulled but the hair has grown back and the redness won't go away. The area has grown hard and has a white hue.

if it is an ingrown hair then it will require a very small surgical procedure, there is no other treatment. So I would start with a doctor who will diagnose you appropriately first and then treat or refer accoedingly, good luck
