Do they just keep a record at the courthouse, or do they publish it to the world? I know the record is permanent, but will they tell anybody who asks years and years later?

Police records are maintained permanently. There is also the Federal Crime Reporting system of which the record of arrest is available through NCIC, National Crime Information Center.

All convctions will go on your national data base, so any police officer or any background search that checks police records will show them up.

Nobody's Authorized to do so...even if an employer asks. they do it because they are p* eaters...
