You kind of answered your own question. The way you decrease your body fat is by sticking to a low cal diet and doing some excercising. You don't have to go nuts either, just do some pushups twice a days and about 20 min of some ab work, maybe throw some lunges in there and you should start to see results after a week or two. Just be sure to stick to your low calorie diet.

Well, your body fat will decrease when you lose weight and add muscle. It can be done at home, but you'll need a few things to help you out. First off, a low calorie diet is a good idea as long as you are eating enough (so your body doesn't go into starvation mode) and eating healthy (i.e. 5-8 servings of veggies and fruit and so on).

Next, consider purchasing cardio videos, or create your own 30-40 min cardio exercise by putting on music and doing kick boxing, running on the spot, various aerobic moves etc. You may also want to consider purchasing a treadmill or cardio equiptment. However, my suggestion is if you're going to do that, you're better off purchasing a gym membership as the gym offers much more variety (you need to switch your routine every 6 weeks) and, at least for me, more motivation.

As for building muscle, you can do pillates or various toning exercises like push ups etc, but if you want to build muscle, you'll need weights. Again, weights at home (or purchasing a machine like the bo-flex) are limited, whereas a gym has many different free weights and machines (free weights are better for you and work the muscles harder).

Well, you can try to target those areas, but you can't really JUST lose weight there... If you are willing to go lo-cal AND exercise, try the Men's Health Abs Diet- there's a book you can buy, or just subscribe to the magazine... They provide you with lots of recipes that are filling, easy to make, and also exercise tips/workouts that you can do at home. My husband, who's been a wildland firefighter for 2 years swears by it, and I can attest to the fact that it's helped him maintain a GREAT body.

Okay firstly.. you can't determine where you lose weight.. you can only determine where you gain muscle, so even if you did 100000 crunches it may get rid of some fat but it would probably just build muscles, but it would be covered by a layer of fat.. but what can help you tone up a little bit is try running and if you have any type of weights do strength training, if you don't have weights you can use water jugs or household items,

find calorie/fitness calculator on the net, enter your stats and it will tell you how many calories a day you need to maintain your weight. take 300-400calories off that number and that's how much you need to lose weight.
eat 5-6 small meals a day instead of 3 big ones.
5-8 servings of fruit and vegetables a day.
8 glasses of water a day.
4-6 times a week cardio work out for 30-50min plus light weight training.
no junk food, no sodas, no white flour (white bread, pasta, cookies, cakes etc)
