I use a Gillette Fusion which is 4 blade I think and when shaving downwards I feel I definitely do not get a close enough shave, as stubble is visible... I don't know why this is as it is 4 blades, and I change the blade often..

If I do it upwards, I definitely get a much closer shave, but I've been told it's bad for hairs?

I'm guessing that you are talking about your face. Always shave down on your face. You can shave up under your chin and jaws. That will give you a closer shave, but you should not shave up on your face. That will cause too many ingrown hairs. You might get a closer shave if you use one of the Gillette Sensor razors. I think the Gillette Mach 3 is good too, but there were a lot complaints about the Gillette Fusion and the Gillette M3 Power razors. Many people said those razors did not shave close enough.

Shaving up goes against the direction in which the hair grows, which is why some people think it's bad for the hair. In reality, shaving down just doesn't cut off all the hair. That's the only advantage to shaving down, really; because if the hair is still there, then you can't have any ingrowns.

Your hair actually grows in all different directions so you may need to shave not just up and down, but from side to side as well (from your ear toward your chin and vice versa). Try this next time and see how close you get.
