Please keep in mind, filing for 2003 NOT for last year. What is the postmark date for this and still be eligble for refund?

Three years after the original due date - file by 4/15 to be safe.

You do realize that with PA's flat rate tax, you rarely get much of a refund from PA unless you're eligible for the tax forgiveness program (filed on schedule SP with your PA-40).
