You will need to have an email address set up first. You will need your POP3 server and SMTP server as well as your email address and password. There is a list of servers for your ISP providor here. http://www.answersthatwork.com/ISP_pages/isps.htm Once you have all of these details wrote down. You open outlook express go to tool then account and click add mail account. Enter all the details you got from the steps above and save them. Now when you want to get your emails all you do is open outlook express and it will retrieve them for you when opened.

The answer from Jackie 1 is very good.
If you have broadband you are probably better staying with your browser (Internet Explorer or Firefox etc) and using Yahoo Mail or Gmail or even Hotmail.
If you·re still on dial up then Outlook Express can be used offline when not sending or receiving mail.
A lot of people now prefer downloading the free Mozilla Thunderbird as an alternative. It is faster and has a better anti spam facility. You can start a new mail account on it in the same way as Outlook.

Your ISP should have instructions on how to setup Outlook Express with its News and/or Mail service. Check their support website.
