Try a really rich moisturizing cream or lotion. The drug and dept. stores have tons of different brands. Apply the cream after bathing or washing your face, depending on where the dry skin is. If you're an older woman, you might want to try one of the anti-aging products that not only lubricate and moisturize, but contain ingredients that prevent fine lines and wrinkles from forming. Use plenty of sunscreen when you're out in the sun, and very mild cleansers. Also, drink plenty of water to keep yourself hydrated.

Exfoliate your skin with a rough towel or brown sugar mixed with oil, wash off and spread on a little baby oil while the area is still damp (olive oil works too, if you don't mind the smell, just make sure you use a little bit of it, since it goes a long way). Then cover with clothing if you can, while the oil soaks in. Probably best to do this before bed so you can just let it soak in during the night.

Use Virgin olive. I use virgin olive oil mixed with sea salt to exfoliate the skin, rinse it off and then blot dry. It leaves my skin feeling really smooth and soft.

Do not use any products with mineral oils.
(Baby oils petroleum)
Use an exfoliant on really dry areas.
A good cream with natural products - and a sea salt shower scrub (olive oil and kosher salt will suffice)!

Exfoliate with a washcloth and apply lotion afterwards.
If its on your face take a bit of baking soda and add water to form a paste. Apply it in a circular motion and rinse it off well. Moisturize afterwards
