If your brother is 16 and dating 13 year olds, he is very immature. Sounds like he is too scared to date girls his own age.
Show him this message. See if he can start dating girls his own age. If he is scared to approach them, start with saying "Hi" every time he sees them in class.

No, and not because he's gross - because a 16 yr old shouldn't be dating a 13 year old. At some point, 3 years won't make a difference at all - between 16 & 13, it does.

Well there is this rule......you can't stop him if he wants to. also if he gets physical with a 13 year old it is the cage for him with a sex offender badge. 14 is the cut off where any child 14 and under are concidered juveniles and anyone older who plays (sexual) with them will be charged with a felany instead of a mistameaner for being with someone their own age.
